kas: Update config version to 15

Frieder Schrempf requested to merge feature/kas-config-updates-locking-2 into main

We expect to have a kas version that supports the automatic parsing of lockfiles for each configuration file. Therefore update the version header to 15 for the top-level configs.

The configs in the inc directory might be used externally and don't need to be updated for now.
