Subject: [PATCH] mlxsw: spectrum_router: Configure TIGCR on init
Spectrum tunnels do not default to ttl of "inherit" like the Linux ones
do. Configure TIGCR on router init so that the TTL of tunnel packets is
copied from the overlay packets.
