common: usb: fix checking condition

We support max USB_MAXENDPOINTS, so need to use
"epno >= USB_MAXENDPOINTS", but not "epno > USB_MAXENDPOINTS".
If use ">", we may exceeds the array of if_desc->ep_desc.
