This patch replaces SPL_PINCTRL_FULL with SPL_PINCNTRL. It is to avoid removal
of pin control properties in case of SPL_PINCTRL. No impact in case of
SPL_PINCTRL_FULL as it depends on SPL_PINCTRL.
