We don't need to transfer these files if we don't use them. We only
need to ship them for release builds.

This allows to set TEST_BUILD in order to build the test image for
the selected platforms, deploy it on the labgrid test farm and run
the tests via pytest.

The main reason is that we currently can't use the needs keyword to
reference the jobs created via matrix. Let's define explicit jobs
to be more flexible.

This is more useful as it allows to adjust the targets as required
by the CI pipeline.

Currently the image build is broken when running it through GitLab CI
with kas base images >3.2.1. Let's pin the image version until we
know how to fix it.
