Kconfig: clean up the "#if defined(arch)" list for exception-trace sysctl entry
Introduce SYSCTL_EXCEPTION_TRACE config option and selec it in the architectures requiring support for the "exception-trace" debug_table entry in kernel/sysctl.c.
