[ARM] 3933/1: Source drivers/ata/Kconfig

ARM doesn't source drivers/Kconfig like most architectures do, so the
newly added drivers/ata is currently not made available on ARM.  SATA
is used on some ARM machines, like the Thecus N2100, so we need to
source drivers/ata/Kconfig.
