Backport a clock driver fix for i.MX8MM from upstream

This is a backport for a clock driver fix from upstream U-Boot. Without this the clock of the MDIO interface (MDC) between SoC and Ethernet PHY is wrong (27 MHz instead of 2.5 MHz). This causes Ethernet to fail sometimes with the VSC8531 or with other PHYs on other boards it might not work at all.
