ci: Add .gitlab-ci.yml to trigger build of upstream pipeline

Frieder Schrempf requested to merge feature/ci-build-trigger into dunfell

Trigger a full build in the build-ktn-imx repo if the meta-ktn-imx layer receives any pushes. This overrides the meta-ktn-imx revision to be used in the build with the revision that triggered the build.
