Move reset-update-flags script to swupdate directory

Frieder Schrempf requested to merge feature/move-reset-update-script into develop-dunfell

We only want to have this script in the image if swupdate is used. Let's put in the swupdate directory so it only get's included if the swupdate layer is enabled.

In the future we might even want to put all the swupdate features behind a DISTRO_FEATURES flag or limit it to a single image recipe, etc.
