Add recipes for SIMCom aboot firmware update tools

Frieder Schrempf requested to merge feature/simcom-aboot-tools into develop-dunfell

This provides the aboot-tiny tool for updating SIMCom/ASR modem modules. There is also a modified version aboot-fallback that detects an AT-Command USB serial port, uses it to put the device into Downloader mode and then exits.
