Add EULA management includes

Add contents conf/EULA.conf to conf/local.conf if this file exists
This is required for STM32MP where the EULA variable contains the machine
and must not be set when no graphics is available.
E.g. ACCEPT_EULA_stm32mp-t100x-testadapter = "1"
