Setup Docker image builds to be used for Yocto builds inside a
Ubuntu 16 or 20 container. The images are tagged and pushed
to the local project registry.

In order to have a place for common docs that are independent of the
BSP/platform, we add mkdocs-based docs to this repository. This will
be used as an entry point for customers.
