ci: Adjust default build image tag and deprecate BUILD_IMAGE_TAG

Update the location of the included yocto-ktn config.

Users of the template should use BUILD_IMAGE to specify a docker image for the build. The BUILD_IMAGE_TAG variable is evaluated to stay compatible for now, but this will be removed eventually.
